What are your inputting when asked about number of people in the application? Most people do this mistake. If you are sponsoring your mom and dad both then number of people in the application is 2+1 = 3. If you have a co sponsor, it should be 2+2 = 4

Yes you can apply online with your emirates ID from Dubai Police. It should work. They will send you the certificate in email.
