the only way you receive your passport without visa is when there is something wrong in your passport like expire date, no more rooms to stamp. and yu get an email explaining before that and asking to correct the problem, as decision is already made at this stage.

I just asked a Syrian friend who got a student visa along his family (dependents) 2 years ago, his child passport was not signed and it wasn't a problem, he got the visa stamped, for Syrian passports it is not a requirement to have the signature on the child passport

Dear mft25; Syrian passports can not be signed manually, for children signature is empty. it is stated clearly on the passport, any scratch or scribble would illegalize the passport as a legitimate document!
