Unless you are trying to sue a specific CIC officer at a specific center, I don't see how knowing this info is relevant. It's like asking the garbage men to which landfill your trash will be going to. Just be patient with the slow process, get comfortable with the 6 months.

In theory you can use it, as long as your month end averages stay similar (for 6 month average calculations for your repeat POF letter when you arrive in Canada). But that's just asking for trouble. Though, if you are in trouble and there is no other way, no officer will penalize you for it.
