You can request your notes under Privacy Act not from CIC but National Security and Intelligence Agency. I did and received a letter that because the screening is still in progress, they cannot provide me with my notes! I have been doing that every months since January and it's still in progress.

I am in the exact same situation. I know for a fact that my application has been sent for extended security screening which does not really have any estimated processing time. Same thing happened to my PR application and like you I tried many things without success. I had to wait x2 the normal...
