I think I read you post properly. So, the implied status just starts when they start to process your application and not when they receive it. That is the reason why a lot of people apply for an extension of visitor permit to guarantee that they have still have status when immigration starts...
Yes, I am in Vancouver area and I am going to submit it via webform. That was what the guy from CIC told me to do. Because my application was received in Oct, he told me to be fast because they are already processing applications from that time. Hope I helped :)

I sent my PR + OWP in Oct 2017 and it was received on Oct 20th 2017. With my application package, I sent a medical exam that was about to expire (it expired on Nov 16th 2017).
In my online account, my PR application shows that I passed the medical exam. However, my concern is my OWP...
Your application will still be processed. However, if for some reason the border doesn't let you come in, they will consider that you abandoned you PR application. If you have a lawyer, discuss your options. I'm from an exempt country as well but I don't wanna take that risk.
