Yes, someone can process this for you. The only challenge is that the Foreign Ministry require seeing your Original Birth certificate. The need to sight the original birth certificate was what prompted me to visit Benin Rep. in person.

Not yet, the entire process takes about 8 business days. (Process: Foreign Ministry - 3 days, Police - 5 days ). I expect to have it by next week Wednesday, 7th March 2018.
