    Called CBSA today at their General Information number and asked this question specifically - Does time as a temporary resident before becoming a PR count toward the "3 year legal resident" rule for NEXUS eligibility; the answer is YES. I became a PR 1 year ago but have been a temporary resident...

    I just replied to that email, basically saying "yes confirming this is the correct email address of [name, uci #]. I did get an auto "do not reply" notification after.
