Police and address verification was already done during passport issue for everyone with a passport. If any criminal cases are pending against anyone - that should already be in their police...

How could the photos be missing? The system doesn't even allow submission until photos are uploaded. Did you not upload them?

Yeah, When I lived in the US, I got mine from CGI in new york but now that I live in Canada, we have to go through this outsourcing company called BLS unfortunately.
