I guess they will consider job duties you performed rather than the job title. So maybe NOC 2172 is one that you can consider using.

I think you should not mention NOC in your reference letter, unless you currently work in Canada. Just my opinion.

Sorry to tell you this but seems like PEI only nominates people with connection to the province, which makes their point system quite pointless. I had profile with 72 points for more than a year and never was selected. Keep your profile current and active with PEI in case something changes...
