ah, I was under the impression that I can apply from abroad. Can you point me to where it states I MUST submit my application from Canada ? well, I guess I can drive to Montreal next weekend if i need to!

unfortunately I am teaching a class this semester, and I can only go back to Canada for a prolonged period in May 2018. So it's a choice between sending the application from Boston, or driving to Montreal and sending it from there. I have the feeling that it doesn't matter either way.

Canada is not that different from the US in the sense that the government cannot delay applications indefinitely (cause that would be same as denying it for no apparent reason), and you can file a writ of mandamus (lawyer, $$) forcing them to move on your application if they exceed the average...
