Exactly the same situation here, applicant from May 7th, SA,AIP and DM for the sponsor and in progress for PA. Also from Montreal. My guess is the delay is more from the office here than from our side.

They don't check the photos at landing, I've received a letter requesting the new photos after a month and a half approximately.
