Eligibility is " Recommend Passed" by a Junior agent. The file then goes to an officer who gives a green light and declares eligibility " Passed".

If you've not cleared CA Finals, then there's a very slim chance of you getting a bachelor's equivalency. Also, a majority of qualified CA's get a Bachelor's equivalency as per WES.
