    It is very difficult for you to be persuasive in this case. Usually, the VO will just assume that you are not serious about your study, even in Culinary Arts. The way to go is to obtain a degree of some sort related to Culinary Arts in your home country first and then advance to a higher level...

    I have been rejected 3 times for a visa within the last 5 years but they made a decision fast. I don't think they take much time to review past decisions .

    Actually, VFS in New York is open. The processing time changed from 11 weeks to 19 weeks.

    Same here, I have everything done in May. I think they are not giving out any study permit in the US even they promised to do so.
