Don't worry, my ecas took 3 weeks to update despite the Officer confirming that my file is complete and I will be receiving oath invite for a July ceremony. The decision made was relatively delayed but the oath invite came the next day after decision made.

Every applicant > 18-year receives separate invitation. Check e-cas or call contact centre. If you applied as a family, both of you should receive test invite at the same time.
I ordered atip recently and had the same statement under paper file location. The Contact Centre Agent told me that it means all clearances are done and you should receive a test invite. Hope this helps!
You can ask the contact centre about progress of your application and they might tell you if your application is progressing well or else they are waitig on some background checks
The google sheet is not up to date especially in the older applications, In my opinion, it might be useful to track what is going on in Mississauga office in separate thread.
Looking at the Google sheets, it's clear Mississauga office is lagging behind most offices.
