    I hope I don't misunderstand anything, but assuming you hand in the application before he's out of status I don't see why he couldn't get an OWP - if you apply for PR inland. There aren't really a whole lot of requirements. And just as a "footnote"... it's still officially a "pilot program"...

    Yep I did as well. There is one fee for applying for a work permit that's $155 or so and then another "Open Workpermit Holder" fee that's $100. If it weren't an open work permit I guess it only would be the $155, but I suppose all of us apply for the open work permit so the total is $255.
