Also, yes that is true that my wife is from Japan and she is visitor visa exempt. Does that mean she could enter easily even though she has a PR application processing? There are such a wide variety of answers here, it's hard to tell who is correct :(

Are you sure about this? My wife was reading a blog from a Japanese woman who was married to a Canadian man and they did exactly that. I think the Japanese woman was in Canada as a visitor, they did the outland application, she ended up sending her passport to Japan when they asked for it, then...

We applied outland. Are you sure that we couldn't get a working holiday visa? I haven't been able to find any references to this, where did you get your information from?
