If your passport is lost, then you have to get a new one, and since all visa is on the other passport, you will need to reapply. You can submit the copy of the passport page with your application and I'm sure they'll reissue you one.

The processing time for TRV in India is 29 days, so is still within the period. Did the consulate scanned the application on the 1st or some days after? If so, then theres more days to wait. I would suggest wait few more days, and if still no news, call them to check.
