as far as i know, you can either call the cic Ottawa office and if you are lucky enough to get one of the prestigious officer to pick up your call, then they would be able to tell you if your application is in ottawa or sydney. Or you can email the sydney office to find out if they still have...

I dont think so since your application has entered the federal level. However, there are different case processing centre, i don't know if that would make any difference.
