I applied on 17 Sept and no update from CIC.

IELTS is not required for SOWP application, it is optional.

I submitted paper application on 17/09. And there is no response from CIC. Anyone know are there any pending in the CIC visa progress at this time? (last months of the year) I worry that new visa approval will be waiting to next year (2019)

Yep, the same to me. I am so frustrated because I don't know how my application will be processed. I also try to link my submitted paper application to online account but there is no founded application from CIC Online Service. Still waiting...
