Thanks , The letter that i got from IRCC (Annex A) says that you can sign this letter and send the complete application back to IRCC or you can get refund. Thus i assume that returned application may be exempted from the 90 days limit, but still not sure, need to confirm it.

I am oct 13 applicant still waiting for AOR. Two other people in same position got AOR last week, now only me and one another person who applied on oct 13remains. I hope till the end of this month all October applicants will get AORs.

I think 12 weeks may be true because 9 weeks has passed on my application and I got Case specific enquiry response saying to wait further. It means that they do not take action before 12 weeks.

No benefit of contacting MP. They get same response. My MP send me the email that IRCC send to him, it says that I have to wait for three months, after that IRCC can look for my application based on MP request. But if you do not get AOR after two or three months then contacting MP may be useful.
