So, in this case, they are perhaps right. Cause your case might be still in the first stage of BG (criminal check) which generally take 7-9 month.

The 18 month period should not be just a random index identified by CIC. They perhaps consider an average trend based on the total number of the applicants. Instead, your 16 month index is just based on a small number of applicants; not to mention, you're talking about only %70 of this small...

Based on the last update CIC website (on May 13, 2018), the processing time is still 18 months
