When I created my EE profile for one of my employment I mentioned the start to be June 2013.(actually it was 31.05.2013).. but during submission of e-apr I mentioned it as May 2013.. and didn't explain this change in LOE.. Will it cause an issue?

I think they can be unlocked online.. there are free tools online. (you can google 'unlock pdf online')

I also did the same and feel this is the best way to do it.. all tools for combining and compressing pdf files are available free online..

Your understanding is correct. You dont need the license to apply for PR...
