I had a similar dilemma last year. Ended up registering for 3-4 back to back IELTS to max my score. Luckily didn't need it as CRS cutoff scores dipped. But the approach of more tests to achieve max score is worth a try. Its a no brainer despite the expense if it works out.

Please correct me if this is wrong. PR card and PR status are different things and you using them interchangeably. PR card is simply a travel document much as a passport is. Not every PR in Canada keeps a PR card from what I've read (it simply means they cannot travel by air out of Canada)...

You can't be serious. Just look at the tracker for PPRs from SGVO this year and compare to the likes of NDVO or LVO. Look at the "awesome" reply texts people get from SGVO (go through this thread a few pages back). It's not even a worthy comparison.
