You get AOR or BIL in the email just like any regular mail. It will be written there suggesting you to link. Folk who Link first, get BIL/AOR later.

I highly doubt it tho if I consider EVERY cec applicant that has received ITA but no COPR this and last year, eligible for this program we are in big big trouble.

Could be background testing of the new program as they have mentioned it will have its own portal. If it’s that, its a good step. They should properly stress test the site (after witnessing IELTS and CELPIP site crash) for the load that is to come lol.
