No, you can put file on 11th month. and the portal will automatically met the criteria once you reach 11 month experience but submit the PR application once you complete 12 months.

No, I only got email notification when it was updated to Medical passed.

UPDATE: 12 July, Medical Passed and Biometrics request letter received.
