If medical center can't upload confirmation letter then you can upload it though CIC web form.

I think you must go to designated medical centre with your application number, uci number , passpirt, Letter of acceptance. Explain them and finish medical. They can upload your medical confirmation to cic site. Just check.

True Now I really think it makes sense to apply offline. Online application is not reliable.
