I had an account with CIC using sign in partner as a scotia bank. I lost my debit card through which i was login in and got new card. Since old card is blocked I can not use my new debit card to open my account. Any help?

Heard of it for the first time. Many of my friend took drop and they have work permit now. They just normally applied online. Try to apply online or may be go to lawyer.

There is no perticular format. Just explain why u went there and u respect the decision of officer and requesting CIC to reconsider your application

Just apply online.. you will get it. But when u apply online in document attachments add one addtional explanation letter about your rejection. Tell them that i did not know i can not work. I respect boarder officer decision and have stopped working.
