I think you should contact them using the Web form.
We applied together (PGWP and spouse's Open Work Permit). We didn't have the pay stubs, so we added last week through webform.

Yes, you can work after apply to PGWP. If you applied for PGWP you are in the implied status, what means you are under PGWP rules until they make a decision.
