I applied student visa on 20.6.2017. University of Manitoba Bachelors of Computer Engineering. Purpose of visit was ticked in it.

It can effect but you have to properly explain in SOP that why were you refused thrice from Germany. Attach refusal letters

Many Pakistani students who applied from Feb to April 2017 are on waiting list from abu dhabi embassy. May and June applicants are getting their visa.

No you cannot enter to Canada without a valid study permit for study.

Background check is done before verifications to my knowledge. Does yours say we are rewieving your eligibility? And does it say your background check is in process.

No background check is when they check your family members and your travel history. You basically provided them info in family form so they will check it through agencies that either your family member or you were involved in a criminal activity or ever deported from a airport or refused entry

These verifications are related to your documents which you provided. Like your bank statements, they'll cross verify it and your educational documents they'll also check them for their authenticity.
