Oh ok, they must have changed the rules since we applied in 2015. If they said they will ask later, that means that they are now asking and will wait for it before transferring the application. Contact them and ask them to resend the email with the details of what/where to send.

Check your spam folder. If it's not in there, contact CIC to let them know that you and your spouse never received the email they say they have sent. It looks like IMM5669 was missing from your application and CIC is waiting to receive it before transferring it to the corresponding visa office...
