You can try to put your request forward through your manager. That helped in my case where HR was denying to write the detailed letter (they gave a standard format letter at first place). However, my manager directed me to the right person and I had my letter in a day.

Ideally it takes 2-3 days to receive the mail after approval. As for messages section in CIC application, it may take up to 24 hours to get the approval letter.

Same situation, PGWP expires in June. However, I answered "yes" for "Have you told by an iRCC officer that you are approved in principle for PR in Canada". Submitted my application already. Not sure whether I did the right thing or not... Appreciate if someone could help!
