Clarification lang po, if paper-based application thru vfs, makakareceive din po ba ng Submission Confirmation sa CIC account once linked na ung application?

Anyone here who had their visa stamped in the US via mail or through a representative? Tried contacting visa services in LA but can't get through to a live agent and chat takes too long until you get kicked out of the queue. Have tried sending an email as well, have gotten no response til now. :(

Hello! Tanong ko lang po kung considered valid pa ung nbi ko. Aug 22 ung nakalagay sa clearance form pang 3rd month na nya kahapon. Reviewing eligibility pa din status ko since nov 14. Lodged oct 22, regular online app.
