After almost 5 weeks I hadn't received mine. I was also getting concerned. I sent an email to my case processing centre (Ottawa). There was no reply but I received my PPR a few days later. I noticed the PPRs go out in batches, so maybe yours will come out in the next batch?

Hi everyone, My ECAS changed to "decision made" a month ago, but I am yet to receive my PPR. Is anyone else in the same boat? Looking at the forum, it seems most other people received their PPR within 2 weeks.
