Correct, it does not apply to everyone, they only request new photos if they consider your landing photos not acceptable.

I had the same problem, could not update my address online, so I had to call CIC (888-242-2100) and give them my address. If I recall well I used option 2, 3 and then 0, the same you use to talk to an agent about PR card.
