The OP does not qualify for Quebec program as he/she is living in Ontario. The basis for PR application is your province of residency. I know it is complicated but it is common in Ottawa/Gatineau.

I agree. I honestly thinks that it depends on the visa officer. I would also advice the same, don't add LOE unless they ask for it. You clearly satisfies the requirements. Explaining it may appear that you are too defensive. Good luck!

I landed on Rainbow Bridge and was asked for proof of funds and proof of address. They did not look on my documents before asking them. So even for CEC, the officer might ask for it. It really depends on the officer. I am prepared for that so I did not encounter any issues.

My parents got a multiple-entry visitor visa up to the expiration of passport (almost 5 years).

You might want to check if your spouse can get a work permit extension (see PGWP guidleines). As far as I know, PGWP can only be issued once. Not sure if you can get an open working permit after PGWP. I am also interested to know. For the documents, the most important one is your job offer and...

You are already living outside Quebec so I think you already satisfied that part. Someone posted about EE applicants from Ottawa and working in Gatineau who successfully got their PRs. Try to look for it.

If you will check the cic website, one of the requirements for EE is that "You must plan to live outside the province of Quebec" (under FSW and CEC). They did not mention work.
