Nope, in my case I contacted a friend to go to CEID with a special power of attorney, however, they did grant it and said that the representative must be a first degree relative (mother, father, or sibling). Thus, I went back to Qatar personally (via a tourist visa) and got a Qatar PCC in 2 days.

I would suggest ICAS. Yes they are slow, it will make you wait for about 6 months before you receive your ECA report, unlike WES which is really fast.
