Please call IRCC via phone, they really do help with applications. I didnt ever get my AOR and was helped by an agent with updates. Also, when linking the OWP application, what information and category are you selecting?

Exactly, there was no such instruction in the original checklist so I guess many people dont put the checklist, the OWP checklist form says it to attach it together though. Hoping for the best!

No, there are 2 VAC's. Newyork & LA. I believe New York is considerably faster than LA as I've seen from forums. Do update us all when you get your passport request or any update from CIC.

you are applying within USA and which city/state are you in?

I recommend you contact their office, As far as I know they generally handle most 80% of the applications within the 4 week time period which is on cic website. Must be some sort of reason. Did you give medical and biometrics etc?
