Hi what i heard about CAN+ Prog is that it is available for Indians and Mexicans who had been to US/Canada in past 10 Years, they have to submit less of the papers and there outcome of the visa application usually comes before others who applied normally... But this really depends on the officer...

Hey all.. great to let you know that i made my online application on 2nd August... today on 18th August got request to submit passport at New Delhi VAC may be that is because of CAN+ Programme i heard of.. first time visitor to canada but already visited to US quite a number of times...
