Is there any other province I can apply at this time? I looked at them all, they either say I need a job offer or I have to be living in that province at this time (Alberta). Am I missing something?

For NOC 2133 Electrical and Electronics engineer, can I apply for SINP now? I don't see the occupation in the high demand list. Will it still be approved?
