Hey guys you all are referring to Canadian PHD and Bachelors but you are not considering that vast majority of students are in Colleges and done 2 or 3 year diploma. I dont think they shall be left out from any changes as they have also spend almost same amount of money in 3 year diploma programs.

The minister definitely considers this change to be important. My best guess is that this change will applied at start of 2017 and announcement should then be any time between Mid November and End of December. There is an IRCC meeting coming up on 12th November.
