I can access my portal. It's NOT stuck on loading like everyone else. And my oath is on 17th if this month. I have already gotten my oath invitation letter.

Yup it does like I said I did it from the Filipino embassy in Toronto, just tell them you need to use FD 258 and since it's an embassy they'll sign/certify it, you need to fill in all your details, name/age/height/hair-eye color, etc, two forms of identification, and make sure the fingerprints...

You can get a fingerprint from an embassy, I don't know where you live but I did my FBI fingerprinting from the Filipino embassy in Toronto. They took 50$ to take fingerprints on the card( it was the cheapest at the time). Although I chose the online option I mailed the card to the FBI. They got...

not everyone gets fingerprint requests. If the BG check is done, it's nothing to be worried about until your application drags for so long that they have to redo it.
