You're going to need your study permit approval letter when you get to the border, in order to get your visa. So you do want to apply for that online before you head north - it's on the CIC website which does not seem to play nicely with the Chrome browser. I had better luck with Firefox...

I applied last year (I'm in the US) for Fall 2016; I got my acceptance letter in August and I want to say it was 4-5 weeks from the date of application. (Pretty sure I applied sometime in June 2015.)
