I have receive the same approval letter from CIC as you did through email today. And my file has been transferred to CPC-Ottawas as well but my parents living in China. It surprised me too. I guess it is the new process?

My status: App received on Jan 3th 2014 Sponsorship Application Status: In process We started processing your application on February 16, 2016. No email or post yet and it was not shown "in process" on Mar 17th. I guess they just updated yesterday.
