Arrived at June 27, exactly the same day my PGWP expired. So do I have to notify CIC?

Hi, My BOWP is rejected because when I applied for it, I don't have OINP or ITA. My confirmation after ITA (the letter I got from CIC after submitting my application) was arrived at the case processing center on Oct 11, and I got the rejection email on Oct 12. The reason why I post it here...

It has been two weeks since my application is referred to a senior processing officer for a decision, but I haven't received my Nomination yet. Is it normal?

Thanks. I have AOR from OINP, and my OINP application had been transferred to a senior officer for decision almost 2 weeks ago. I guess I will be nominated soon, then get ITA.

What is the consequence for not working legally?

I have already send my paper application. The thing is I need to confirm if I am working legally under implied status without AOR but everything else.
