Yes, it's normal, lot's of people wait for any changes after "TEST PASSED" who did their test in May, including myself.

Basically, it was 5 years ago, and yes, you can upgrade course by course evaluation to "immigration" evaluation (I do not remember the abbreviation for that), and you do not need to send the documents again, it's all done online, WES just charges you for that :)

Expiration of your passport is not an acceptable reason for urgent processing for CIC. If your passport is about to expire, you need to apply for a new one as not having a valid passport is not a good idea, you never know when you might need it.
