I think you cannot do that, you have to have PR card to cross the border after you landed as PR. You can technically land in Toronto, but will not be able to leave Canada using air until you get PR card.

I have to re-enter Canada before my medical check results expire, so it is only valid to enter within 1 month. After reentry, it is PR permit, allowing me to stay indefinitely. I think I will be able to start working immediately, not that I have anything lined up yet.
