Yes that’s true. They will not refuse it on this basis. I got my approval in Pakistan after one week.It doesn’t matter at all.

No just print the approval letter and take it to the vac office and submit your passport and along with that letter and submitted the fee for delivery. And it took only 1 week for me to get stamped
