If applying through Express Entry PR, what is the best time to search for Canadian employer? I see that 600 points stand for PNP / job offer, and I don't know if they are same / different. Also I wonder if there are better chances of landing a job if applying for temporary visa instead of PR?

I want to apply for Express Entry Permanent Residency soon and I wonder if this is the best time of the year, or should I wait. I also wonder if I have to - pass IELTS first - do WES evaluation first before going ahead to create my profile for PR. To anyone: 15 years IT experience with me...
