Naaz Kaur i believe it is because he had a departure order that turned into a deportation order, so he needed to apply for ARC. I think it is different than and exclusion order.

Yes i was asked for IRB descision mid february, we sent them after 2 weeks or so and we were asked for ARC! Good Luck as well!

Yes they asked us for IRB decision in february we submited them 2 weeks ago!
