I know they usually don't but they did in my case. I already named the college in my first post. CIC has suggested that I apply for restoration along with an apology letter from college and they will consider giving me pgwp.

In your case, the only thing that will be checked when you enter Canada would be a valid visa stamped in your passport. If the visa is expired you will be denied entry. Your study permit/work or any kind of 'permit' will not matter.
